Job Description :
Seeking a Senior Payroll Manager that will be responsible for identifying and implementing best practices related to the management of all aspects of payroll while applying functional knowledge of HRIS, specifically SAP payroll (ECP).  The ideal candidate will have at least 5 years experience managing payroll with a Bachelor's Degree in accounting or related field.
Responsibilities include: 



  • Lead the activities of the payroll function, developing detailed policies and procedures to ensure accurate payroll processing that is compliant with federal, state, and local regulatory requirements.

  • Review Union contracts to ensure all agreed upon standards related to payroll are met and executed.

  • Ensure timely and accurate distribution of all company payroll.

  • Develop and oversee pre and post payroll process audits.  Design and oversee execution of SOX controls.

  • Exercise thorough and consistent oversight of the outsourced payroll provider.  Ensure that the 3rd party provider meets all internal standard as they relate to testing, change controls, and user access controls.

  • Ensure appropriate and timely communication is provided to HR and Operational teams on all matters related to payroll.

  • Oversee the reconciliation of all GL posting and tax processes.  Partner with finance to establish and maintain a process to forecast tax liabilities, accruals and other finance related efforts.

  • Manage interactions with internal and external auditors and state and federal agencies as they relate to information associated with payroll.

  • Develop and maintain test script libraries, ensuring that the scripts correctly reflect the requirements and that testing is executed against those requirements. 

  • Support testing of all inbound and outbound payroll integration files.  Coordinate with payroll vendors, banks, state agencies, etc… to ensure files are built and implemented successfully.

  • Accountable for ensuring that all service packs, tax updates, and quarterly releases are tested and applied timely

  • Review and approve business requirements for payroll related enhancements and break fixes.



Required Qualifications :


  • Minimum Required Education: Bachelor’s Degree in in accounting, payroll or finance related field or equivalent experience.

  • Minimum Required Experience: 10 years of experience managing payroll, preferred experience managing an outsourced payroll provider.  Required experience with SAP Payroll, ECP, or ADP GlobalView.  Must possess knowledge of tax regulations and tax accounting principles, concepts and standards. Required experience with organizations that have heavy union presence.
